Winter Operations - Level Of Service Snowplowing
Objective:
This Policy is issued for the purpose of a Level of Service for winter plowing operations for the Township of Tay by the Township Road Department to provide a safe passable road for motorists, school buses and emergency response vehicles.
General:
The road plowing service levels shall be based on the following road classifications;
Class One - Arterial
Road that have a traffic volume greater than 1,000 vehicles per day. The municipality considers these routes as main thoroughfares in built-up areas or main access routes to points of interest within or to areas outside the municipality.
Class Two - Collector
Roads that have a traffic volume greater than 400 vehicles per day. The municipality considers these routes as secondary roadways which connect local roads to Arterial roads, County roads or Highways and serve as bus routes.
Class Three - Local
Roads that have a traffic volume less than 400 vehicles per day. The municipality considers these routes as residential streets or rural road, which provide residential vehicles movement to Arterial or Collector roads.
This Level of Service recognizes that conditions may occur which could prevent the achievement of this Level of Service and that the Road Department must work within available resources such as funds, equipment, manpower and in consideration of employee safety.
Roads
The priority of snowplowing during or after storm conditions shall be Class 1 (arterial), Class 2 (collector) and then Class 3 (local).
When storms or snowfall occur during the nights, the objective shall be to open all Class 1 and Class 2 roads with one lane of traffic within 4 hours of start of operations and complete the second pass in the opposite direction within 7 hours of the start of operations.
Class 3 road or streets which connect to Class 1 or Class 2 roads may be plowed at the same time as the Class 1 or Class 2 roads if weather conditions or timing of snow clearing operations allow.
This Level of Service requires snowplowing to commence when there is an accumulation of 5 cm (2 in.) of wet snow or 10 cm (4 in.) of dry snow by 5:00 A.M. and this service shall remain in effect until the storm is ended or no later than 10:00 P.M. of that day.
If a storm or snowfall occurs and there is accumulation of snow greater than 15 centimetres by 11:00 P.M., snowplowing operations may commence prior to 5:00 A.M. of the next day.
If the storm or snowfall continues through the daylight hours, this Level of Service shall require that all roads be plowed once and then only the Class 1 or Class 2 roads to have a repeat plowing.
If a storm or snowfall occurs after 4:00 P.M. and the accumulation is 7.0 cm of wet snow or 12 cm of dry snow, this Level of Service shall require snowplowing to commence no later than 7:00 P.M.; that only the Class 1 and Class 2 roads are to be plowed; and this service remain in effect until 10:00 P.M.
